Knauf: Clearing Obstacles for Greenfield Construction
In 2007, the manufacturer of residential and commercial insulation Knauf acquired the land-lease rights for a $300 million greenfield construction site in Ukraine.
However, these rights were disputed by the local city council. The council fired the mayor who signed the long-term lease and tried to extort $14 million for the property through numerous special tenders. PBN Hill+Knowlton Strategies formed a political umbrella of representatives from the President's Office, Kyiv Governor's Office, and high-ranking Members of Parliament to unravel the corruption scheme of the local city council. As a result, the client received broad support during a public hearing and the city administration provided the construction permit despite opposition from the city council.
