Policy Matters: Consumer Waste Management in Russia - Business Impact & Unanswered Questions

With twenty-five years of insight on public policy & government regulations, we’re placing a particular focus this year on our Policy Matters series of analytical briefing papers. The first – below – covers the business impact of Russia’s recently introduced policy on Waste Management – Extended Producer Responsibility (EPR).


EPR is important to businesses because: It creates recycling obligations and, for many companies, means new non-tax fees to pay. It also obliges consumer goods companies to declare the amount of products they produce or import to Russia and their packaging. The first declarations are due at the end of Q1 this year.
